Is this The Fallen? Is that Devastator?

TFW2005 had this photo of what could be the big bad from Michael Bay's Transformers: Revenge of the Fallen. I'm digging the ancient Egypt look of its head and I assume it is standing on the top of an Egyptian Pyramid.

However, it doesn't look like the recent toy that was unveiled as the Fallen recently. Either way it does look cool and will be great to see it on the big screen.

TFW2005 also have this concept art that is marked as Devastator. Not sure if that will be the final version of it, but again it looks great.
Do you think this is the Fallen and Devastator?
